Challenge
Converting the five-story historic Mirro Plant 3—an aluminum manufacturing facility built in 1929—into a creative affordable housing community posed unique challenges. Catalyst had to balance sustainability, historic preservation, and deep affordability: 40 loft-style apartments had to serve low-income households (30–60% AMI) with a 30-year affordability covenant, while honoring industrial heritage and integrating creative live/work spaces, an art gallery, on-site management, and indoor parking, all in a tight project budget of approximately $9 million. Delivering upgrades that met Wisconsin Green-Built Standards added another layer of technical complexity.
Solution
As the construction manager, Catalyst orchestrated a precise, phased sequence of work that preserved industrial character—including exposed brick, metal beams, ductwork, wood floors, and ceilings—while introducing modern systems, efficient envelope upgrades, parking infrastructure, and creative communal areas. Leveraging a non–self-perform model allowed for competitive trade partner selection capable of both restoration-grade craftsmanship and cost-effective construction. Green-Built compliance was achieved by specifying durable, low-maintenance materials and energy-efficient systems, aligned with Green-Built verification standards. Catalyst’s scheduling also accommodated coordinated occupancy by both creative tenants and veterans, with support services integrated through Manitowoc County Veterans Services and Lakeshore CAP.
