Catalyst Construction Selected to Build $70 Million Lockside Riverfront Development in Downtown De Pere

MILWAUKEE, WI (September 25, 2026) – Catalyst Construction has been selected as the general contractor for Lockside, a $70 million mixed-use riverfront development from New Land Enterprises in downtown De Pere, Wisconsin.

Located along the Fox River in the 100 block of South Broadway, Lockside will transform a prominent downtown site into a new residential and commercial destination featuring 173 residences, including 144 apartments and approximately 25 condominiums, along with retail and restaurant space, parking and new public gathering areas. The condominium count is approximate: presales have been off to a strong start, and due to high demand several buyers have requested combining adjoining smaller units into larger floor plans, a trend expected to bring the final condominium count down slightly as the unit mix is finalized.

The residences are arranged with condominiums occupying both the top and bottom floors of the building in a mix of penthouse and townhome-style homes. The multi-level, waterfront townhomes feature private entrances, private terraces and direct access to the Fox River. Commercial space will line Broadway at street level, anchored by a prominent restaurant space with terraces overlooking the river.

The development is designed to strengthen the connection between downtown De Pere and the Fox River, creating new opportunities for residents and visitors to experience the waterfront while adding housing and commercial activity in the heart of the city.

Lockside marks the latest collaboration between Catalyst and New Land Enterprises. The two companies previously worked together on Ascent in downtown Milwaukee, the 25-story, 259-unit development recognized as the world’s tallest mass timber structure.

Named for the historic lock that helped shape De Pere’s history, Lockside is designed to complement the city’s connection to the Fox River while creating a new destination along the waterfront. In addition to its residences and commercial spaces, the development will introduce new public gathering areas and expanded access to the riverfront.

Lockside will also feature an extensive collection of resident amenities, including a pool, sauna and hydrotherapy suite, fitness center, third-floor terrace, coffee lounge, club room, coworking areas and heated underground parking.

Construction is expected to start in January 2027.
